RCFE Connect (“RCFE Connect,” “we,” “us,” or “our”) is committed to protecting the privacy of all users who interact with our administrative matching and digital marketing platform at rcfeconnect.com (the “Services”). This Privacy Policy explains how we collect, use, disclose, and safeguard information from two distinct user bases: (1) Caregivers seeking employment or independent contract opportunities, and (2) Residential Care Facilities for the Elderly (RCFEs), Home Care Agencies, Facility Owners, and Future Clients in need of professional staffing or caregiving services.
1. CRITICAL DISCLAIMERS FOR JOB SEEKERS & CAREGIVERS
NO FEE POLICY FOR JOB SEEKERS: RCFE Connect is entirely free for caregivers, employment seekers, and healthcare professionals looking for a job. We do not charge job seekers any fees, deductions, commissions, or registration costs under any circumstances. All monetization on our platform is exclusively driven by business subscriptions and a la carte services paid for by RCFE facility listers and agencies.
MANDATORY DATA DISTRIBUTION CONSENT: By submitting, lodging, uploading, or otherwise entering your personal information, contact information, background data, or resume onto rcfeconnect.com, you express, understand, and unequivocally agree that your data will be compiled into our directory and automatically shared, distributed, routed, or made accessible to third-party employers. These employers include, but are not limited to, licensed RCFE owners, healthcare facility managers, home care agencies, regional providers, and staffing professionals. If you do not consent to this distribution, you must not lodge your information on our platform.
2. Information We Collect
We collect personal information to effectively run our matchmaking algorithms, fulfill business directory services, and link operational capabilities with appropriate personnel. We collect information in the following categories:
A. From Caregivers & Job Seekers
- Contact Details: Name, residential address, telephone number, and personal email address.
- Professional Profile: Resumes, certifications (e.g., CNA, HCA, First Aid, CPR), employment history, training records, shift availability, and preferred geographic working radius.
- Care Levels & Skills: Care experience, specific care proficiencies (e.g., memory care, bed-bound care, transferring, medication management), and minimum hourly rate expectations.
B. From RCFE Listers, Facility Owners, and Agencies
- Public & Submitted Business Data: Corporate names, facility license numbers, primary admin contact names, corporate phone numbers, and physical facility addresses.
- Public Records Sourcing: Aggregated operational metadata sourced mostly from public records, specifically the California Department of Social Services (CDSS) Community Care Licensing Division.
- Operational Tracking: Bed capacity, real-time vacancy status inputs (via the Live Bed Tracker), and specific tiers of premium subscription telemetry.
C. Automatically Collected Device & Performance Data
- Platform Telemetry: IP addresses, browser types, mobile device identifiers, and unique operating system specifications.
- Automated Analytics: Robust system data analysis on traffic patterns, click-through volume, search query trends, and listing exposure metrics.
3. How Your Data is Used
RCFE Connect utilizes your data to optimize care coordination and secure local market visibility through the following functional processes:
- Staffing & Employment Matchmaking: Matching caregiver application profiles with active shifts, vacancy shortfalls, and permanent employment openings posted by RCFE facility owners and agencies.
- System Data Analysis Sharing: Distributing metrics and automated analytical performance trends to premium facility listers (subject to tier restrictions) to assist them in maximizing their exposure and filling their open beds fast.
- Marketing & Business Development: Using lister and agency contact details for localized marketing purposes, enabling RCFE operations to expand their digital reach and interface with future clients who need caregiving services.
- Administrative Transaction Management: Processing monthly recurring fees for Essential, Professional, and Premium Growth membership tiers, as well as standalone automated mock inspection or lead pay-per-match orders via Stripe.
4. How Your Data is Shared with Third Parties
We do not sell your personal data to traditional third-party data brokers. However, the core function of the platform relies on distributing matching criteria to specialized care networks:
- To Care Facilities and Staffing Agencies: Caregiver data is routed directly to the dashboards, SMS channels, or email inboxes of facility owners and matching agency contacts who have corresponding openings.
- To Network Listers: System telemetry and traffic analysis summaries are exposed back to listers to track user engagement trends.
- To Integrated Platform Partners: We share necessary payment tokens with Stripe Connect to process enterprise subscriptions securely. We also embed Google Maps mapping systems to support regional localized directories.
5. California-Specific Legal Disclaimers & Rights
Because our platform operates heavily with California-regulated businesses and data sourced from the California Department of Social Services (CDSS), we align our policies with state frameworks including the California Consumer Privacy Act (CCPA) and the California Privacy Rights Act (CPRA):

If an RCFE facility's status updates, license level shifts, or corporate name changes on the public registry, RCFE Connect will make commercially reasonable updates to synchronize records but is not liable for upstream data latency out of state control.
C. Notice of Financial Incentive & B2B Rules
Analytics reports, priority search placements, and real-time live bed tracking badges are assigned based on tiered subscription fees paid by business listers ($49.99/mo to $149.99/mo). These tiers reflect administrative service levels and are completely decoupled from caregiver job placement tracking, ensuring zero cost incentives target job seekers. Personal data obtained from commercial listers is managed under B2B data handling allowances to enhance regional digital visibility.
6. Data Security and Retention Bounds
We execute industry-standard technical security configurations to safe-keep information against loss, unauthorized access, or digital modification. We retain caregiver profiles and business listing data only as long as necessary to fulfill corporate matchmaking purposes, maintain active premium tier metrics, or resolve compliance histories. You may permanently delete your structural system account or request data purge pathways at any time by contacting us at care@rcfeconnect.com.
